HABAU GROUP, Apleona Austria & RBI Leasing: groundbreaking for BAfEP Floridsdorf

The consortium consisting of Apleona Austria GmbH, RBI Leasing GmbH and HABAU Hoch- und Tiefbaugesellschaft m.b.H. is to carry out the new construction of the Training Institute for Early Childhood Education in Vienna’s 21st district on behalf of the City of Vienna. Yesterday, at Schloßhofer Straße / Freytaggasse, the groundbreaking ceremony for the “bafep21” project took place together with Vice Mayor and City Councillor for Education Christoph Wiederkehr, Floridsdorf district leader Georg Papai, head of the City of Vienna kindergartens Karin Broukal, Hubert Wetschnig, CEO of the HABAU GROUP, Thomas Winter, CEO of Apleona Austria and Harald Kröger, head of the area “Group Structured Finance & Investment Banking” at Raiffeisen Bank International. The project is being carried out within the framework of a PPP model (public-private partnership). The opening of the new building is planned for September 2026, and overall completion for summer 2027.

The HABAU GROUP is responsible for all construction work, while Apleona is in charge of the technical building equipment and all interior furnishings. Together with Raiffeisen Bank International, Raiffeisen-Leasing is heading up the structuring and financing of the PPP project.

“I’m tremendously pleased to be able to break the ground for the new bafep21 today. The new bafep21 will be a real flagship of education in Vienna and will play a considerable role in placing the enormously important profession of early childhood educators firmly at the centre of society. I think it’s fantastic that one of the most meaningful types of training is being made possible in an ultra-modern environment, and wish all the best for the implementation phase”, said Vice Mayor and City Councillor for Education Christoph Wiederkehr.

“Our children are our future. Which is why we require expertly trained educators. It makes me proud that this cradle of education is located in Floridsdorf”, added Floridsdorf district leader Georg Papai.

“As of today, this is where our modern, contemporary training institute for early childhood and assistant educators of the City of Vienna will be established. I’m especially delighted by the open architecture of the new building. The newly created open spaces promote the link between theory and practice to an even greater degree. Here, students are given the best opportunity to acquire knowledge and simultaneously experience it in daily life with children”, emphasised Karin Broukal, head of the City of Vienna kindergartens.

Thomas Winter, CEO of Apleona Austria GmbH: “With the groundbreaking of BAfEP 21, we’re laying not just the foundation for a building, but also for the future of early childhood education in Vienna. This project embodies our commitment to education and sustainability by integrating cutting-edge technologies and green solutions.”

Harald Kröger, head of the area “Group Structured Finance & Investment Banking” at Raiffeisen Bank International: “Together with Raiffeisen-Leasing, we at RBI bring our extensive, long-standing experience into the financing, structuring and planning of public-private partnership projects and are able to guarantee cost certainty and professional execution. We’re very pleased that the City of Vienna and the project partners are once again drawing on our expertise – as they have for several other PPP financing operations.”

Hubert Wetschnig, CEO HABAU GROUP: “We’re pleased to be implementing this forward-looking education project together with our project partners for the City of Vienna and to once more successfully demonstrate our many years of experience. With digitalisation measures such as LEAN and BIM, we are significantly increasing efficiency along the entire construction process.”

Modern education project with generous open spaces

The existing Training Institute for Early Childhood Education with a seven-group practice kindergarten in Floridsdorf was built in 1978. Throughout the construction project, large parts of the existing premises at Patrizigasse will remain in operation, which is why the future new building featuring four stepped upper floors will primarily be built in the current open space of the existing school at Schloßhofer Straße. The new training institute will encompass a total of 36 classes as well as a practice kindergarten for ten groups. Moreover, a ceremonial hall with space for 250 people is being established as an event venue.

The future training institute is conceptualised as an element adjacent to the road that harmoniously blends into the intersection whilst simultaneously achieving an ample free space protected from noise and traffic. Short distances and open views create the feeling of the training institute and the practice kindergarten merging into one in the complex.
